Art and culture are coming under increasing pressure. Illiberal forces, especially from the right wing, are taking action against unpopular artists and events. So-called cancel culture and loud protests are on the rise, and factual controversies are being replaced by demands for bans, boycott appeals or even threats of violence.
Against this background, the NRW KULTURsekretariat, which is also one of the first signatories of the NRW-Erklärung der VIELEN (Declaration of the VIELEN), has already launched in 2019 the initiative "Kultur der | Freiheit | der Kultur" (Culture of | freedom | of culture). Its main purpose is to support cultural actors in their efforts to counteract the growing anti-democratic tendencies in society.
In cooperation with the Kultursekretariat NRW Gütersloh, a conference of the cities of NRW was held at the end of September 2020 - as a prelude to further discussions - on site in Düsseldorf and simultaneously digital.
More than 150 cultural, political and administrative players from the member cities of the two cultural secretariats and at state level met for an intensive exchange of ideas. The all-day event with impulses and network lectures, workshops and discussions focused on right-wing populist, racist and anti-Semitic attacks on art and culture.
The evening before, football idol and influencer Hans Sarpei and journalist and author Nina Horaczek spoke about racism in culture and sport and about anti-democratic developments in Germany and Austria.
Partners were the Kunsthalle Düsseldorf, the NRW-Forum Düsseldorf, DIE VIELEN NRW, the Düsseldorf Schauspielhaus and WDR 3. Individual recordings of this hybrid event can be can be accessed at kulturfreiheitkultur.de.
In this context, a study on verbal and physical assaults by right-wing extremist and extremist perpetrators was also presented, which was carried out in cooperation with the research focus on right-wing extremism/neonazism at the University of Applied Sciences Düsseldorf (FORENA). In 2021, a joint reflection is needed on how to continue the study.
In 2021, initiatives and events in the member cities that intensify this discourse and further develop corresponding measures, strategies and concepts of action for cultural actors, especially in dealing with Hate Speech and Cancel Culture, will also be supported and communicated through the website.
Applications for funding for initiatives and events that further develop measures, strategies and action concepts for cultural actors, in particular for dealing with Hate Speech and Cancel Culture, can be submitted by municipal and independent organisers/artists/institutions/initiatives from the member cities.
There are no application deadlines.
